～と言っても過言ではない、間違いではない、という意味です。
映画のセリフにありました。
婚約者のTessが、「肉は食べない」と言っていたのは嘘だったと分かったGeorgeの言葉です。
George：So, safe to say you’re not vegetarian. で、キミはベジタリアンじゃないってことか。
Tess : George, that was taken a really long time ago. ジョージ、あれはずっと昔の写真よ。
George : Why exactly were you wearing your engagement ring then? じゃあ、いったいどうして婚約指輪をはめてたんだ？

safeは「安全」という意味だと思っていたので、～というのは安全だ、ってピンときませんね。

例文には
I think it’s safe to say that the crisis is now over. 危機は脱したといって過言ではない。
という感じでしょうか。
safeは「安全」というよりも、ここでは「間違いない」＝Certain about something のような訳がしっくりくるようです。
